Welcome to the forums, Newbie2 -
Many people install EE on their own computer, you will need, first, to have a server environment that meets the minimum requirements . You can do that by using something like MAMP or XAMPP if you are not comfortable setting it up yourself.
Otherwise, you may be best to start off in a professional hosting environment, such as EngineHosting so that you don’t have to worry about it.

What I was hoping to find out is this…..
Is it possible to have full functionality “Offline” ? What about installing server software on a external hard drive ?
I want to be able to learn to use the software and make friends with it without being connected to the internet or uploading it to a host.
I am currently running Windows 7 home premium.

You can only have offline access if EE is installed on your local system. There isn’t a way to have the system hosted professionally and have offline access to the content.
ExpressionEngine is intended to help manage content for websites. I’m not quite clear what you want to use EE for at this point?

I understand that there are some things that will require being online.
But as far as configureing the appearance, layout, permissions, local links, and site wide alterations, would I be able to do all this without being online ?

You can configure it offline only if you actually have it installed on your own computer. You could then move it over to where you are hosting. The changes you make wouldn’t go live until you moved those changes to the live environment. That is something you’d have to do manually, often by pushing the database from local to live.

I have just downloaded a PDF preview of a tutorial book that I will soon purchase. Having looked at some of your featured example websites with their attached forums I think I may be purchasing in a couple of months. I have been a HTML website enthusiast for a while now and am familiar with the CSS basics and am somewhat less familiar with XHTML. I am sure that I will manage though. I had to check with you first on the level of functionality while offline.
