UPA is committed to deepening our relationship with local partners to strengthen our programming, better meet the needs of communities, as well as expand our reach and impact to improve the lived experiences of Palestinians.
UPA’s Annual Grants is an opportunity to empower Palestinians to improve their lives and communities through socially responsible and sustainable programs. UPA’s Annual Grants provide the opportunity to foster proactive partnership and either sustain and/or expand effectual existing programming, and/or explore innovative, dynamic, and new opportunities to address community needs.
UPA awards project grants that address Palestinian needs in one of the following sectors:
- Health and wellness
- Education
- Community and economic development;
And in the following areas of operation:
- Gaza
- West Bank, including East Jerusalem
- Jordan
- Lebanon
- Egypt
APPLICATION TIMELINE
- Concept Note Applications open July 1, 2026.
- Concept Note Applications due July 31, 2026.
- Organizations will be notified about concept note application status by Sep 8, 2026.
- Short-listed organizations must submit full proposals by 12 October 2026.
GENERAL NOTES
- Organizations may only submit one proposal per year.
- No grant application will be accepted after the deadline.
- Short-listed organizations will be invited to submit a full proposal and will be required to submit prequalification materials.
- For proposals submitted during this cycle, the minimum grant amount is $20,000, and the maximum is $50,000.
PROJECT SELECTION CRITERIA
UPA selects grant proposals based on the following criteria:
- Alignment (UPA): Grant proposal fits with the UPA’s mission, vision, values, and areas of focus
- Important Note: For Lebanon applications, the following sectors are prioritized:
- Health programming focused on one or more of the following:
- Chronic diseases including cancer, thalassemia, kidney dialysis, and/or multiple sclerosis
- Elderly care
- Mental Health & Psychosocial Support (MHPSS) and increasing access to services and/or improving the quality services
- Education:
- Learning support, particularly focused on students in grades 7-9 in Beqaa, Saida, or Tyre
- Vocational training
- Livelihood
- Health programming focused on one or more of the following:
- Important Note: For Lebanon applications, the following sectors are prioritized:
- Context: Proposed project reflects knowledge of the field, target populations, and the local community
- Experience: Grant proposal clearly demonstrates previous experience and success in similar interventions
- Experience with UPA: If organization has worked with UPA before, it should demonstrate success from the project (i.e., implementation, reporting, results)
- Outcomes: Grant proposal includes a description of how funding will improve the lives of beneficiaries
- Staffing & partnerships: Grant proposal includes sufficient staffing and partnerships to ensure success
- Workplan: Grant proposal includes a detailed work plan and corresponding budget
- Clarity & completeness: Proposal is clear and realistic. Goals and outcomes are measurable. All information has been completed
- Sustainability: The proposal takes into account the continuity of objectives and/or activities into the future
- Budget: Proposal budget is reasonable, cost-effective, and reflects the technical proposal
