tag2upload-oracled: Pass Manager FDs down to dgit-repos-server
This greatly simplifies handle_job's logic, and in moving writing out the tag
into tag2upload-oracled, it also moves us a little closer to replacing the
diversion into dgit-repos-server.

git-deborig: Suppress a bad new warning from libdpkg-perl
In git-deborig we don't have the full Debian::Dgit.pm. I don't think I want
to put is_native in Debian::Dgit::Core.pm, or import Dgit.pm. So let's apply
the suppression, which needs a block.
