This package installs a shell script that will take a Makefile
and a PLIST file of an existing package and create an initial
buildlink3.mk file from it. The script tries to interpret the
contents of the include and lib subdirectories (if any) of the
package and add the corresponding BUILDLINK files.

pkgtools/createbuildlink: use SUBST instead of ad-hoc sed
This allows to show the actual changes by setting SUBST_SHOW_DIFF=yes,
and with SUBST_NOOP_OK=no it also demonstrates that no substitutions are
needed for substplistbasedirs.
Another thing this demonstrates is this wrong patch:

Remove clauses 3,4 from TNF-only copyright blocks.
This is based on the decision The NetBSD Foundation made in 2008 to
do so, which was already applied to src.
This change has been applied to code which is likely not in other
repositories.
