Consultancy

My consultancy work supports people and organisations to adapt and build resilience to climate change. I am particularly interested in working with organisations and networks that recognise the need for genuinely transformational adaptation to address large risks associated with climate change and other global trends. My consultancy work can be delivered via Garama 3C Ltd, of which I am Director, or on an individual basis. As Director of Garama 3C, I work on climate change adaptation and resilience with national and local governments, international and multilateral organisations, research bodies, NGOs, implementers of development and climate change programmes, and the private sector. Prior to establishing Garama in 2012, I worked with a similar range of clients as an individual consultant, including the African Development Bank, DFID/FCDO, UNDP, the University of East Anglia (UEA), and the World Bank. I still undertake work as an individual consultant outside of Garama on occasion, most recently contributing to the 2022 Adaptation Gap Report and working with the World Bank and Jordanian colleagues on the development of a national monitoring, review and learning framework to support the implementation of Jordan’s National Adaptation Plan (NAP).

Much of my consultancy work is at the strategic level, helping organisations develop frameworks and mechanisms to guide the development of their adaptation strategies and plans. These include the development of monitoring, evaluation and learning (MEL) frameworks and tools to support adaptation. MEL for adaptation has been a major component of my work, including the development of the Tracking Adaptation and Measuring Development (TAMD) framework with IIED, work on the UK’s International Climate Finance key performance indicators and the measurement of resilience, and contributions to recent guidance on integrating climate risks into sustainable development evaluation (with IIED) and MEL to support NAP processes (IISD).

Other recent work has included leading on a chapter of the UK Met Office’s Sahel Climate Risk Report, a critical review of climate-security narratives for ODI and GIZ, and the provision of contextual climate information for a study of climate, migration and conflict in Somalia for GIST and the IOM. In 2021, I coordinated the first indicative Nationally Determined Contribution (NDC) for the non-self-governing territory of Western Sahara, and I continue to support the Sahrawi government in its climate diplomacy, addressing issues related to conflict, exclusion, and vulnerability. Currently, I am working with Climate-KIC to develop methods and training materials to support adaptation and resilience start-ups. My previous work with Climate-KIC has examined the role of norms and values in transitions to resilient, low-carbon economies and societies in the EU.

A major aspect of my consultancy work is the development and delivery of practical adaptation training, awareness raising, and capacity development. This has been through tailored courses for individual organisations including national and local governments, regular in-person Garama training courses held in Norwich before the COVID-19 pandemic and targeted at development professionals, contributions to UEA’s pre-pandemic Climate Change for Development course, and the delivery of individual talks, workshops and seminars for a range of audiences.
