The Internet Policy Research Initiative (IPRI) collaborates with policymakers and technologists to improve the trustworthiness and effectiveness of interconnected digital systems like the Internet. Our work provides global policymakers with technically grounded guidance for policies regarding cybersecurity, Internet privacy, and more. The Board of Governors of the Federal Reserve System, the Federal Reserve Bank of Richmond, and the Massachusetts Institute of Technology will convene their third conference on measuring and tracking cyber risk on Oct 7-8 at the Federal Reserve Bank of Boston. The event will bring together participants from industry, government, and academia to examine the application of cyber risk metrics for the financial sector. Session topics will include threat intelligence, emerging technology risks, and global policy.

In this new working paper, we re-evaluate the standard “factors of production”—Land, Labor, Capital, and Entrepreneurship—through an AI-specific lens to identify strategic areas for AI investment in developing countries.

This research creates a scoring mechanism to quantify the severity of a cybersecurity incident. The Cybersecurity Incident Severity Scale (CISS) is used to generate a preliminary score on a scale of 1 to 10, based on the best available information at that time.
