- Where is the OFFICIAL home for the translations?

While this forums is a good place to get help on translating: using the tools ior finding additional translators / reviewers for any particular language, once you have finished a translation, you should send it to:
https://b2evolution.net/downloads/language-packs.html
This is also the place to check for existing language packs before starting one from scratch.
For example, language packs for version 1.8, will be found on this page:
https://b2evolution.net/downloads/1.8/language-packs.html
This page also explains how to submit a new language pack:
Make a ZIP file named xx-YY and containing exactly the contents of a subfolder of the /locales folder.
Please send the file to https://fplanque.net/About/index.html with all relevant details, especially:
* Which version of b2evo is it for?
* Your name
* Your URL
Finally, you will find links there about:

Since Francois doesn't publish his email address anymore (as it says on his contact form), I think so. I suppose he will then upload the language pack to the b2evo servers (all language packs seem to be hosted there) so you can delete it from your site.
