Who does Washington call when it wants to talk to Europe about foreign policy? The answer is Kaja Kallas, the European Union’s top diplomat, tasked with managing how Brussels navigates the biggest war on its turf in 80 years and a range of other regional and global challenges.
Kallas, the high representative of the European Union for foreign affairs and security policy, was previously the first woman to serve as the prime minister of Estonia. She sat down with Foreign Policy editor in chief Ravi Agrawal for a wide-ranging discussion on Russia’s war in Ukraine, how Europe views China, U.S. President Donald Trump’s second term, the trade wars, and much more.

Kaja Kallas is the current High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. She was prime minister of Estonia from January 2021 until July 2024. She became the leader of Estonia’s Reform Party in 2018, and was twice a member of the Estonian parliament (2011– 2014 and 2019–2021). From 2014 to 2018, Kallas served as a member of the European Parliament (Alliance of Liberals and Democrats for Europe), where her primary focus was on the Digital Single Market strategy, energy, and consumer policies. Before entering politics, Kallas was a partner in two law firms and specialized in European and Estonian competition law. She is a graduate of Tartu University law school. Kallas is the recipient of numerous awards, including the Order of Prince Yaroslav the Wise of Ukraine, the Ewald von Kleist Award by the Munich Security Conference, the Order of the National Coat of Arms of Estonia,the Grand Cross of the Order of the Star of Romania, and the CEPA Transatlantic Leadership Award.
