This is great, but SIAM is still claiming copyright of your paper. At the top of each page, it says “Copyright 2008 SIAM”. It seems they’re violating the terms of your agreement.

Thanks for pointing that out. I’m not sure what, if anything, I will do about it except keep my own copy freely available via the IACR’s eprint. I suppose it might be useful at some later point to be able to point out that I did not, in fact, transfer copyright.
Of course you should submit it! Of course I cannot guarantee that it will be accepted… (not for that matter that I will use it in the first lecture of my crypto class).
