No. The Xbox Family Settings app is for parents to manage their children’s console gaming activities. There is not a child version of this app and children cannot log into the Xbox Family Settings app with their child account.

You will receive notifications of incoming requests from your child that you can respond to from your mobile device in real time. You can manage your child’s friend list and incoming friend requests. The Xbox Family Settings app enables parents to apply settings for gaming activities on Xbox Series X|S and Xbox One consoles. Content and screen time limits can be applied to Windows PCs when a child account is logged into the Microsoft account with an Xbox profile that is part of your family group. The Xbox Family Settings app does not have settings that can be extended to mobile gaming experiences.

Sign in to your Microsoft family account.
Select the family member, then select Screen time and turn on “Use one schedule for all devices”. You will be able to manage one screen time schedule through the Xbox Family Settings app to include PC usage.
