But seriously, begging is illegal in Australia in most states. So I guess technically it might be possible to have a licence to do it. I do remember a court case a while back where a woman was being prosecuted in court for begging. As I understood it the police generally couldn't care less about people asking other people for money but in her case she was annoying and aggressive. Once someone had made a formal complaint they had to follow it up.
