We, W3C member Hitachi, Ltd.("Hitachi") hereby submit to the Consortium the following specification, comprising the following document attached hereto:
which collectively are referred to as "the submission". We request the submission be known as the VM submission.
Abstract
Visual marks play critical roles in the physical world, but their use in the cyber world is limited because there they are easy to forge, tamper with and copy onto unauthorized contents. This note therefore describes a new type of visual marks that are secure because digital signatures are embedded in them and that can be used with a wide variety of cyber-world systems. It also shows their application to seal systems for WWW site authentication.
Intellectual property Rights
Hitachi, Ltd. owns, has applied for or intends to apply for patent protection for inventions which covers the technology described in the technical report attached hereto. Hitachi, Ltd. hereby agrees to license such patents, provided that such patents are solely owned be Hitachi, Ltd. and it has the right to license without third party's consent, to any person for a reasonable royalty on a non-discriminatory basis for the purpose of enabling that person to implement the technology described in the attached technical report to the HTML/XML contents to the extent of a W3C Recommendation.

Specification
The submission may distributed within the membership of the W3C free of any fee. The submission may be distributed publicly free of any fee under the redistribution terms expressed in the W3C copyright statement.
Implementation
The following points should be noted as regards licensable technology involved in any third party implementations of the technology specified in the submission: (None)
Suggested action
We suggest that the Consortium exhibit this proposition as W3C-NOTE and reflect this proposition in the standardization of seal programs, digital signatures, and other related systems.
Resources
As Hitachi have already implemented this work, Hitachi will not provide resources to the Consortium for implementing this work. As needed for developing the application of this work based on XML-Signature, Hitachi expect to be able to provide one engineer to the Consortium.
Change control
Should any changes be required to the document, we would expect future versions to be produced by W3C process.
