How to Subscribe to the Enhanced Oracle PartnerNetwork (OPN) Program
Thank you for your interest in joining the enhanced OPN Program. This page is intended to help guide you through the subscription process. We encourage you to review each topic outlined below to make the process go smoothly.
Before you get started:
- Set up your Oracle Account with your company-specific email address.
- The individual completing your subscription process will take on the Partner Administrator role and be authorized by your company to agree to the OPN membership terms. Post-subscription they can assign another individual to be the Partner Administrator.

Oracle Account
You’ll need to sign in with an Oracle account to initiate your OPN subscription. Don’t have an Oracle Account? No worries. Simply follow the steps below to create a new account.
- 1. Go to the MyProfile page
- 2. Complete the "create your Oracle account" form using your corporate email address
- 3. Check your email inbox for an email prompting you to verify your email address
- 4. Once you verify your email, you’ll be taken to the Oracle Account log in screen where you can complete the process to set up your account
- 5. Enter your new Oracle Account credentials and select “Sign In”
OPN Membership Types
Let's make sure that you understand the two types of membership in OPN, so you make the right selection when the time comes. And, no worries, we'll guide you to the best option based on what you tell us about your company.
Principal: Your company is a single entity or has subsidiaries in one or more countries and you want those subsidiaries to join OPN under your OPN Agreement. Typically, a company's headquarter entity has the central role of executing all agreements, selecting, and paying for the Level subscription fee, approving Associates, as well as managing benefits, Oracle Partner Credits and partner designations, including Expertise and Oracle Validated Integrations.
NOTE: If you decide to select Principal membership type, we recommend that you watch this video to determine how you would like to engage with Oracle, based on your business strategy (Note, you do not have to enroll into an optional Path immediately):

Associate: Your company is a wholly or majority owned subsidiary of an existing (Principal) partner as defined in the OPN Agreement. Your membership will be associated to your parent (Principal) company and will be subject to the terms and conditions of the OPN Agreement executed by your company’s Principal entity.
NOTE: If you enroll as an Associate, your Principal (parent) company must be an active OPN member before you enroll since the contractual terms of the OPN Agreement will be signed by your Principal company. Also, your membership will go through review by your parent company (the "Principal" entity) prior to being approved.

Select your OPN Numerical Level
OPN offers numerical subscription Levels (Levels 0 and above) designed to provide differentiated benefits and resources to assist you in engaging with Oracle and with our customers.
In selecting an OPN Numerical Level, you have flexibility and choice in determining how you would like to invest in benefits and incentives that make the most sense for your business. Visit oracle.com/partner to learn more.
Enroll into Optional Paths
With subscription to Level 1 or above, you will have the option to enroll into optional Paths, at no additional cost, based on your areas of go-to-market focus. You may enroll into optional Paths anytime during your membership term, however, please note that your Path enrollment will be tied to your membership date.
Optional Paths:
- Industry Healthcare Path: provides additional resources to assist you in building and selling your value-added package that is built with Oracle Cloud Services and certain Oracle Healthcare products.
- License and Hardware Path: provides additional resources to assist you in building your value-added package as well as reselling and supporting Oracle programs and/or hardware with your value-added package.

Company Details
To ensure you’re ready to provide your company details in a format that we can validate, here's a quick overview of the required fields:
- Legal Company Name: This can be in English or in local language, but it will need to be your legally registered name. Please note, Oracle does not approve any company name that includes our entire ORACLE trademark. If your company name includes the letter string "ORA", your OPN subscription will require additional review.
- Tax or Other Business Identifier: This is the identifier that is officially recognized by your country's tax administration.
- Company Website: You're going to need a website to help broadcast your engagement with Oracle. Please make sure it's a valid company-specific domain. If it's not, we won't be able to proceed with your membership.
- Email Address Domains: It's important that you provide a business domain email address and not a generic email address domain (i.e. Google.com, Yahoo.com, etc..) as we won't be able accept those. Also, please make sure your email address matches one of your company's email address domains.
- Company Address: A physical address is required, not a PO Box.
Company Contact Information / Role Definitions
As you plan and grow your business with Oracle, we'll enhance your experience with specific guidance for you and your company’s key contacts. Below is a description of each type of contact.
Note: When adding your contacts, make sure the status is “Active”.
Partner Administrator
Responsible for initially enrolling and activating the partner’s Oracle account, which enables access to the Oracle Partner Store and to the Partner Hub; has full access to manage the OPN membership in Oracle's systems and approves all Associate entity’s OPN enrollments; represents the key receiver of notifications and announcements from the Oracle PartnerNetwork and is responsible for designating other individuals at their company for certain roles in other areas.
Other OPN Role Definitions
Key Company Leaders
During your subscription process, you'll be asked to identify two key leaders at your company. They may be your company's president, founder, majority owner, CEO, or other C-suite executive.
Business Development and Strategy Contact
Makes business decisions about your company's relationship with Oracle, including your partnership planning. It may be your CEO/Owner or the Leader of a business unit that will focus on your Oracle-related business. They will be informed of ongoing partnership opportunities to help drive mutual success.
Legal Contact
Addresses and ensures compliance with terms, agreements, policies to enable business engagement, including the execution of the required go-to-market agreements.
Technical Readiness Contact
Drives acceleration of the partner’s technical readiness, assisting with trainings and environments, accessing technical benefits, getting staff skilled, certified and customer ready.
Accounts Payable ("Bill To") Contact
Facilitates excellent company credit with Oracle and ensures streamlined payment of fees to maintain business continuity.
Market Development Contact
Identifies and uses Oracle's marketing tools, resources and marketing benefits to amplify market presence.
Sales Engagement Contact
Develops sales strategies, focusing on collaboration to achieve successful customer wins with Oracle, through Oracle's sales tools, strategic sales plays and other resources that can enhance their company's competitiveness with Oracle’s solution or services.

Company and Compliance Information
Company Legal Structure
During your subscription process, we'll ask what type of legal form your organization is. Depending on your response, we may need to point you to other options or request additional information for our review to make sure we'll be proceeding with the right type of partnership.
The selections are:
- Publicly Traded Entity
Entity whose stock or equity interest is listed on an exchange or trading market. If 30% or more of your company is owned by a government or state-owned entity, please select “Government or State-Owned Entity”. - Private Entity
Private entity that is not traded on an exchange or trading market, such as an LLC, SA (Société Anonyme), SARL (société à responsabilité limitée), or partnership. - Government or State-Owned Entity
An entity that is owned partially or in whole by a national, state, or local government. Company is publicly traded but 30% or more is owned by a government or other state-owned entity. - Individual or Sole Proprietor / EURL
As mentioned previously, OPN is not set up for this type of structure, so if you select this option you might want to get started through the Oracle Developer Resource Center or Oracle University learning options. - Other
Such as: Charity, Non-Profit Organization, Membership Association, or other type of entity not listed above. If you select this option, we'll need you to provide additional information about the legal form of your organization, its ownership, oversight, and management. Also, please note, there might be a slight delay in processing your OPN subscription as we verify your details.
Years in Business / Number of Employees
OPN membership is geared toward established companies that are at least six (6) months old and have a baseline level of at least five (5) employees which is what is truly necessary to deliver on our mutual strategies of delivering demonstrable customer success.
If your company is less than six months old, has fewer than five employees, or is a sole proprietorship, unfortunately, OPN is not set up for this type of structure. We look forward to your potential growth and would like to help. Please consider getting started by accessing resources on the Developer Resource Center or through Oracle University learning options.
Oracle's Partner Code of Ethics and Business Conduct
It's important to us that every one of our partners is aligned with our core values. Please read through the Partner Code of Ethics and Business Conduct as during your subscription process we'll need you to confirm that you have reviewed this.
Confirmation of Ethical Company Behavior
Oracle's reputation and success, as well as your own, depend upon the commitment that you make to uphold Oracle's values of trust, integrity, and honesty. We're sure you'll understand that because of this we'll need you to confirm the following statements about your company.
- No officer(s) or shareholders of my company were previously employed at a company that was terminated by Oracle PartnerNetwork.
- Within the last 5 years, my company and/or any company principals have not been convicted for or reached a settlement or other government resolution relating to violations of money laundering, fraud, embezzlement, or anti-bribery laws.
- No majority or controlling shareholders, officers, and sales teams involved in Oracle transactions currently hold or have in the past 7 years held public or government office.
Oracle Employee Involvement in Your Company
Lastly, with regards to Oracle employee involvement in your company, if any of the statements below apply to your company, please be prepared to explain and/or provide the name of the individual(s) involved, their job title(s), dates of employment at Oracle, and office location where individual(s) worked while at Oracle.
If you cannot confirm, we’ll ask you to provide an explanation and the contact details for a company representative that Oracle can contact about this matter.
Your majority or controlling shareholders, officers, and sales teams involved in Oracle transactions:
- are not current Oracle employees and have not been Oracle employees within the last 3 years
- do not have any family relations with current Oracle employees
Agreements and Policies
We'll need someone authorized by your company to accept the OPN membership terms, so we recommend that you review the terms and policies prior to initiating your subscription. Also, you’ll have the option to accept the terms online or choose instead to download and print the terms, sign and then return the signed agreement.
Oracle Marketplace Agreement
Partners can publish their applications or services on Oracle Marketplace, marketing their products directly to Oracle's worldwide base of customers across a range of industries and geographic regions (subject to applicable terms).

Payment Details
By now you understand what type of membership Level to select and have determined if you plan to join any optional Paths. We'd also like to provide some guidance on paying for your membership.

Note: Supported payment methods vary by country.
For Levels 2 and 3, you will have the option of:
- Full payment in advance of membership activation and benefit availability
- Request quarterly payments of equal amounts beginning with membership activation and benefit availability.
OR
Once you complete your subscription process, you can expect to receive your invoice from Oracle for the payment of the Level subscription fee (and applicable taxes) within 3-5 business days. The invoice will be sent to the “Bill To” contact submitted during your subscription process. Please reference your Subscription ID on your payment, to expedite processing.
NOTE: If you do not submit payment according to your country's payment terms, your application will be declined.

Submitting Your Subscription – What to Expect
Your OPN Level subscription (and any optional Paths you enroll in) will be activated based on approval and receipt of payment by Oracle, regardless of payment type selected. Payment must be submitted upon receipt of the invoice to avoid membership deactivation or termination.
When your OPN membership subscription has been approved and activated, you'll receive a Welcome Letter notification with all the details you need to get off to a great start. Additionally, your "Bill To" contact will receive a copy of your paid invoice, so you'll have that for your records. Keep an eye out for these emails as sometimes they end up in your spam folder.
