The issue with pushing errors onto @@ is that the exception objects then
never go out of scope. Since this is a new API, we could fix that by
declaring that @@ is always implicitly localized to every block: that
is,
    { package Foo; sub DESTROY { die $_[0][0] } }
    eval { bless ['one'], 'Foo'; }
    # @@ is ('one')
    {
        eval { bless ['two'], 'Foo'; }
        # @@ is ('two', 'one')
    }
    # @@ has reverted to ('one')
We would need to decide whether all exceptions get pushed or just those
thrown inside DESTROY: I'd vote for the former. The question of
exception objects that themselves have a DESTROY that can throw
exceptions would also need considering.
