Overview

A Strategic Highway Safety Plan, or SHSP, is a comprehensive transportation safety plan with a goal of reducing fatalities and serious injuries on all public roads. The Plan provides a framework for the effective use of engineering, education, enforcement, and emergency medical services strategies for improving transportation safety. Federal transportation legislation requires states to develop implement and update an SHSP every five years.

Delaware’s SHSP has served as the state’s comprehensive transportation safety plan since the first plan was adopted in 2006. Delaware’s 2021-2025 SHSP, adopted in December of 2020, builds upon the successes and lessons learned of previous Plans and will serve as the state’s SHSP from 2021 through 2025.
