The Board of Supervisors of Santa Clara County, a jurisdiction in central California, is currently weighing a series of local surveillance reforms that could establish a model for other counties and municipalities. At a hearing last Thursday—one of many so far—I spoke in support of the proposed ordinance and submitted a letter with suggested amendments.
Just before the holidays, a Department of Homeland Security (DHS) working group released guidance for state and local agencies using drone aircraft. The document, Best Practices for Protecting Privacy, Civil Rights & Civil Liberties In Unmanned Aircraft Systems Programs, addresses concerns over the implications of high-tech tools that, without rigorous controls and oversight embedded in law and embodied in code, can easily be abused.
Disturbing displays of military and surveillance equipment being used by state and local police have become commonplace. So it’s not hard to imagine why Urban Shield, a four-day long “preparedness” exercise and equipment exhibition coordinated by the Alameda County Sheriff’s Department, was asked not to return to Oakland last year after community opposition.
But the Stop Urban Shield coalition wants more. They want the event cancelled entirely.
Security shouldn’t be a synonym for giving up civil liberties. But bills like HR 399 show that lawmakers think it is. The Secure Our Borders First Act is an ugly piece of legislation that’s clearly intended to strongarm the Department of Homeland Security into dealing with the border in a very particular way—with drones and other surveillance technology.
Despite the fact that there is no conclusive evidence that camera surveillance is an effective deterrent against crime, the movement towards a pervasive surveillance state continues in many Latin American countries. Surveillance technologies such as drones are gaining popularity, raising significant concerns for privacy and civil liberties.
