ION Tokyo was co-located in the same venue with the Japan IPv6 Summit on 17 November and Internet Week Japan from 18-21 November 2014. The ION Conference was on Monday, 17 November, from 9:30AM to 12:30PM.
Internet Week 2014 is an annual technical conference hosted by Japan Network Information Center (JPNIC), supported by a huge list of entities in the Japanese Internet community, including (but not limited to):

You raise a good point. Chris and I will both be speaking in English, but for our Japanese speakers I don’t know whether the webcast will be streaming the live audio or the translation.

To close the loop on this, the ION Tokyo webcast today was with the main audio, so it was either Japanese or English depending upon who was speaking. However, I recorded locally the complete English translation and I will integrate that with the video in post-production so that we have English language versions. I’ll also make the audio available on our SoundCloud account.
