Security shouldn’t be a synonym for giving up civil liberties. But bills like HR 399 show that lawmakers think it is. The Secure Our Borders First Act is an ugly piece of legislation that’s clearly intended to strongarm the Department of Homeland Security into dealing with the border in a very particular way—with drones and other surveillance technology.
Despite the fact that there is no conclusive evidence that camera surveillance is an effective deterrent against crime, the movement towards a pervasive surveillance state continues in many Latin American countries. Surveillance technologies such as drones are gaining popularity, raising significant concerns for privacy and civil liberties.
Drones Across The Continent
You may be shocked to hear that EFF doesn't think technology is a solution to every problem. That includes problems with the police and with public safety. And, as we’ve pointed out when it comes to drones and other types of local surveillance, we think adoption of new technology requires communities to understand and discuss the pros and cons.
You may remember that last year in Oakland, the Alameda County Board of Supervisors held a packed public hearing where members of the community, joined by EFF and ACLU of Northern California, testified for over three hours about worries around Sheriff Greg Ahern’s plan to obtain a drone. The consensus at the hearing was clear—at the hearing, only one attendee spoke in favor of the acquisition.
An important California bill that would require warrants for law enforcement use of drones is currently sitting on Governor Jerry Brown’s desk. Unfortunately, there’s no guarantee that Gov. Brown will sign AB 1327, which passed the California legislature this August. EFF has long held that a warrant requirement is an essential component of any drone legislation, so while some of the bill’s language is imperfect, we encourage the Governor to sign the bill and ask concerned Californians to do the same.
