You can access the command line with the HP mini.

It's just hidden very well. All you have to do is go into settings and the root terminal is there. I may have had to turn it on by clicking something but I don't remember what I did. You can also get into synaptic by going to settings and then configuration. Synaptic gives you a lot larger choice of what to download. Add/remove doesn't let you download all the software that is available.
