Merging in svenfuchs master branch, resolving conflicts, and adding support for turning includsion of default locale on/off

bugfix: fixing url generation for locales such as en-US and en-UK. Adding specs to make sure they continue to work.

refinement: only generate routes if the locale passed in is a valid locale (route recognition already in place courtesy of Tanzeeb). Adding specs for both the new and existing locale validation.

enhancement: You can now specify :locale => false when using url_for so that the link will be able to pull the users preferred locale, rather than the one in the URL. Updating all specs relevant and adding tests for the above functionality.

bugfix: If no filters were being used, it would try to call nil.run (which would fail and thus make the entire application unusable)
