You can either clone this or do:
gem sources -a https://gems.github.com sudo gem install revans-gitools
How to use
gitools yaml # This will create config/submodules.yml for you and populated it with a few examples to how it should be setup
gitools setup # init and update all git submodules
gitools add all # add all submodules
gitools add rails # add rails as a submodule
gitools update all # update all submodules
gitools update rails # update rails submodule
