Projects
A Project is a collaborative effort to produce a specific artifact, which may be a body of code, or documentation, or some other material. A Project may be sponsored by one or more Groups, though that is not required. A Project may have web content, a file repository, and one or more mailing lists. Committers to a Project's file repository must have signed the SCA.
Until such time as a Constitution has been written and ratified, per the OpenJDK Charter, the following interim guidelines will govern the operation of Projects.
A new Project may be proposed by a Member of any existing Group by sending a message to the announcement list, with replies directed to the general discussion list.
In reaction to such a proposal, one or more Groups may consider whether to sponsor the proposed Project. A Group makes this decision by a simple majority vote of its Members, tallied by its Moderator. If at least one Group agrees to sponsor the proposed Project within the two-week discussion period following the proposal then it will automatically be approved.
If no Group elects to sponsor a proposed Project then a plenary vote will be taken at the end of the two-week discussion period. Any individual who is a Member of at least one Group will be entitled to vote, though only those with informed opinions about the proposal are encouraged to do so. If the plenary agrees to approve the project by a simple majority vote over a seven-day period, tallied by the proposing Member, then it will be created.
A Project Moderator is a Member of some Group who looks after the Project's mailing lists and web content and acts as a contact point for the Project. A Project must have at least one Moderator, but may have more than one. The Members involved in a Project may select Moderators by any means they find convenient.
The openjdk.java.net infrastructure does not yet support open file repositories. Projects that are not tightly related to the development of JDK 7 will, for now, also be given a regular java.net project within the java.net OpenJDK Community.
