The CR and Ed Copy versions of the SOAP-Encoding schema (https://www.w3.org/2002/12/soap-encoding) do not appear to contain an attribute declaration for valueType (see https://www.w3.org/TR/2002/CR-soap12-part2-20021219/#valueTypeattr).
