Section 3.1 /wsa:To states in the last sentence: 'Otherwise the [children] of this element convey the value of this Property.' This sentence is inconsistent with the description of other headers that carry values in their [children], and sounds like something tricky is going on when there isn't. Suggest omitting this sentence, and similarly with the final one of wsa:Action: 'The [children] of this element convey the value of this property.'
