Section 2-1 [reference parameters] property states: 'Reference parameters are also provided by the issuer of the endpoint reference and are otherwise assumed to be opaque to consuming applications.' The "otherwise" implies that the reference parameters cannot be treated as opaque by the issuer (who might not be the receiving service, e.g. a broker). Reference parameters might be understood only by the service being addressed. Suggest rewording by striking "also" and "otherwise": 'Reference parameters are provided by the issuer of the endpoint reference and are assumed to be opaque to consuming applications.'
