Hi, I am from the W3C Japanese Language Enablement Task Force (aka JLReq TF).

I am wondering if WCAG is supposed to cover all languages or if it is limited to English and similar languages. I am asking because it came to our attention that some descriptions do not or might not apply to the Japanese language. Examples we noticed are sections 1.4.8 Visual Presentation and 1.4.12 Text Spacing. I would much appreciate your help understanding this document's nature so we can make appropriate comments.
