Description
The i18n check says:
Specifications should require content and content authors to use "valid" language tags.
At this moment, we say that the language tags MUST be well-formed, but we do not say anything about validity. While I agree with this, I wonder whether we should not put a SHOULD for the author using a valid language tag.
