Fixing pypi publish.

This release publishes the Quantinuum provider to pypi as qiskit-quantinuum-provider.

This is the final release for the Qiskit Honeywell Provider package, the project has been renamed to
Qskit Quantinuum Provider and will be available on pypi in the near future as qiskit-quantinuum-provider.
The only change from 0.2.0 for this release is a FutureWarning will be raised about the package being
renamed.
