env:
Parallel framework: pthreads (nthreads=8)
CPU features: SSE SSE2 SSE3 *SSE4.1 *SSE4.2 *FP16 *AVX *AVX2 *AVX512-SKX?

Measured performance of GaussianBlur(src, dst, Size(7,7), 0, 0, btype).
Conventional perftests (3x3 and 5x5) are not improved because these are already optimized in 698b2bf.
