For replica rebuilding, need to support fresh/full replica building and failed differential replica rebuilding. #5217 will support the fresh rebuilding, but for a failed replica, need to have a more efficient way to reuse healthy data from a failed replica if possible to reduce unnecessary data copy over the wire and reduce the period of the degraded state.
