Green Reviews WG: 0.1.0

This is the first release of the WG Green Reviews reference architecture! 🎉

The majority of this work was completed from the start of the Working Group in August 2023 until KubeCon+CloudNativeCon Europe 2024. We wanted to release the first version before we refactor some of this work in Q2+ of 2024: #83
