Improve workflow triggers (#279)
The linters aren't pinned and thus can start to fail on commits that
don't touch any files they apply to.
Also don't run all workflows twice for a PR.

This will allow us to catch Bazel compatibility issues sooner.
Also makes it possible to manually trigger such a run, e.g. on a PR.

This guards against undetected breaking changes introduced by OSS-Fuzz
upstream changes.
