[PIR AMP]Fix opt.minimize error when no using grad scaler
在PIR AMP场景下，如果组网时使用了GradScaler，原有的代码逻辑是没有问题的。但是如果组网不使用GradScaler的话原有的逻辑在创建AutoMixedPrecisionLists时默认init_loss_scaling != 1.0，导致会触发AutoMixedPrecisionLists 相关的grad scale的代码逻辑从而报错，本PR进行了修复
