fused_linear_param_grad_add算子中，当has_bias为True并且使用main_grad时，计算输出bias_grad分为3步：(1) 将当前步dout转换成FP32类型 (2) ReduceSum得到当前步的FP32类型的bias_grad (3) 将当前步的bias_grad加到bias main_grad上。timeline如下：
ReduceKernel支持输入、输出为不同数据类型，本PR通过利用该功能，将上述第(1)(2)两个步骤合并成一个，减少显存和时间开销。
