Updates to work with latest version of pyam. Allows nonlinear interpolation and deprecates the old way of linearly interpolating. Bugfixes to prevent inclusion of extra regions in DecomposeCollectionTimeDepRatio.

Sped up the RMS closest infiller by a fairly large factor (>10x for large infiller databases).

This allows the code to be compatible with versions of pyam after 1.0.0 and has improvements in runtime of the infill_all_required_emissions_for_openscm function.

While nothing in this package itself should break applications in python 3.6, OpenSCM-Units does not support this python version, hence code using this package may break and we no longer support this version going forwards.

Includes three time projectors, ways of projecting forwards emissions projections that end too early, e.g. projections until 2050 can be continued until 2100 using a database of other scenarios.
Updated core programming to work with pyam v1.0.0.

Compatible with versions of pyam up to v0.8.
