The "Draft issues paper on Consumer, User Protection and Privacy", published on the WGIG's website at HYPERLINK "https://www.wgig.org/docs/WP-Consumer.pdf"https://www.wgig.org/docs/WP-Consumer.pdf
for public comment, states as regards privacy that "There is no major forum for privacy internationally" (point 5 of the paper). Attention should be drawn to OECD work on privacy, which has been ongoing since the 1980s.
In 1980, OECD member countries agreed on "Guidelines on the Protection of Privacy and Transborder Flows of Personal Data" (see HYPERLINK "https://www.oecd.org/document/20/0,2340,en_2649_34255_15589524_1_1_1_1,00.html"https://www.oecd.org/document/20/0,2340,en_2649_34255_15589524_1_1_1_1,00.html
). 25 years after their adoption, these Guidelines still represent an international consensus on how best to balance effective privacy protection with the free flow of personal data. The Guidelines are technology-neutral, flexible and allow for various means of compliance. They apply in all environments, including on global networks.
At a Ministerial Conference in 1998 in Ottawa, OECD Ministers reaffirmed their commitment to ensure privacy protection on global networks based on the Guidelines, in order to build trust in the online environment. In particular, it was stated that any global framework for building trust online should be flexible and build bridges between different approaches to privacy.
From 1998-2002, the OECD has undertaken work on the protection of privacy online, the results of which were published in 2003 in "Privacy Online: OECD Guidance on Policy and Practice"
(see HYPERLINK "https://www.oecd.org/document/49/0,2340,en_2649_34255_19216241_1_1_1_1,00.html"https://www.oecd.org/document/49/0,2340,en_2649_34255_19216241_1_1_1_1,00.html ). Chapter 3 of this publication contains detailed policy and practical guidance for implementing privacy protection online for governments of OECD member countries, as well as for businesses and other organisations, and individual users and consumers.

A collection of documents regarding OECD work on privacy (including the Privacy Online report mentioned above), but also on cryptography, security of information systems and networks and consumer protection, has been published by the OECD in 2003 on a CD-ROM that is also publicly available.
