Fixes #138509 tl.constexpr globals would be codegen-ed as `constexpr()` instead of `tl.constexpr()` if they were un-annotated. This fixes the issue (and adds a test). The correct handling was already added but the corrected string was not being used in the un-annotated branch. [ghstack-poisoned]
